Towards an effective implementation of the Lausanne Action Plan: operationalizing International Mine Action Standard (IMAS) 13.10 on Victim Assistance in Mine Action: the case of Iraq

INFORMATION

While it is recognized that the ultimate responsibility to provide services for direct and indirect victims rests with State entities, the mine action sector is well placed, through its direct links with explosive ordnance (EO) affected communities, to gather information about victims and their needs, to collect and provide information on relevant services and refer victims to service providers. This twin-track approach, with action taken by both mine action and non-mine action actors, is referred to as the “integrated approach to Victim Assistance”.

This side event will present the crucial role the mine action sector plays in facilitating access to services for people injured by EO, survivors and indirect victims, by building a bridge between EO impacted communities and the actors funding or providing needed services. Panelists will highlight the content of IMAS 13.10 and demonstrate it is a tool to realize the victim assistance commitments of the Lausanne Action Plan (as well as the Oslo Action Plan), thereby supporting States Parties’ efforts to respond to the needs, and realize the rights of, victims.

Finally, this side event will shed light on how IMAS 13.10 can be operationalized at the national level. As the first country to nationalize IMAS 13.10, Iraq developed a national standard on VA in Mine Action, which was adopted by both the Directorate of Mine Action (DMA) and the Iraqi Kurdistan Mine Action Agency (IKMAA) in January 2023. Representatives from DMA will present the process and best practices that led to its adoption and a donor representative will make the case for the vital importance of the development of an NMAS on Victim Assistance in Mine Action.
